Increased API Timeout Rate

From 02:54 UTC to 15:23 UTC on March 22nd 2020 users of the Omnivore API would have received timeouts on approximately 1.2% of certain API calls. Our engineers have resolved the issue and are working to prevent similar issues from occurring in the future.
